But Waller is firm that giving her the highest authority possible will end this nightmare.

Things in the DC Universe went off the rails fast. A Tamaranean disguised as Brother Blood released a powerful alien known as the Necrostar to eradicate humanity. Knowing that only Starro the Conqueror could repel the invader, Beast Boy pushed his powers well past their limits to transform into a similar being. Gar was successful and saved the Earth from the Necrostar. Unfortunately, Waller sprung into action and sent her newest minion, Doctor Hate, to mind-wipe Beast Boy. Now he's nothing but a rampaging monster and unleashing spores that are transforming Earth's population into terrifying animal creatures.

Ever since Dark Crisis on Infinite Earths, Amanda Waller has been working towards eliminating the Earth of metahumans. She's been slow and careful in her operation and acquired powerful assets like the Helmet of Hate and the Nightmare Stone. Now that she's made a bad situation worse by turning Beast Boy into a worldwide threat, she's taking advantage of the chaos to secure the most power she's ever had. It's not known what the Bureau of Sovereignty is or what Waller can do with it. But it sounds like Amanda Waller is about to gain unilateral control of the United States government.

It's no secret that Waller has a strong distaste for superheroes. But there was only so much she was able to do while operating in the shadows with covert assets. Now that she could be gaining unquestionable authority, Waller will have everything she needs to completely outlaw superhero activity in the United States. She could potentially go even further, beyond merely outlawing heroes to having them rounded up and detained. The Suicide Squad leader is out to purge the world of superheroes and now she's on the threshold of gaining the power to see her goals through.
