In Avengers: Twilight #1 by Chip Zdarsky and Daniel Acuña, Steve Rogers is seen debating with Iron Man's son, James Stark, on television about a controversial documentary about Red Skull. When the two begin debating about what makes a "hero," James brings up the battle in Boston, an event in which Ultron used enhanced supervillains to his advantage, leveling the city and killing countless people. However, James also mentions that the person who managed to rack up the highest body count was none other than the Hulk.

While readers don't get to see the Hulk in action in this issue as he's used by Ultron, his past as an Avenger has shown that he can be absolutely deadly when his anger gets out of control.

World War Hulk gave fans one of the scariest versions of the character ever seen. Seeking vengeance for his wife's death, Hulk manages to easily defeat some of the strongest heroes including Black Bolt. Even the MCU has shown his horrifying potential when Ultron convinces Scarlet Witch to take control of him in Age of Ultron. The Hulk can be a force to be reckoned with when he loses every shred of control he has, and it seems Ultron knew that if he could harness this potential, he could unleash destruction upon a wide area with no hero able to stop him.

It's currently unknown what happened to the Hulk following the infamous H-Day attack. It's implied that he was killed in battle to preserve as many lives as possible. It's also possible he went into hiding, ashamed of how Ultron used him for maximum destruction. However, another likelihood is that he's currently incarcerated on the Raft prison, where Tony's head and the Venom symbiote are currently being stationed. Based on the image of scientists studying the symbiote, it could be possible that they are studying the Hulk in secret and figuring out how his power works in an effort to harness it for future use since Ultron saw the potential in it.

For now, these are just theories, but it wouldn't be a huge surprise if Hulk came back ready to make up for the mistakes he made beyond his control. Regardless of his whereabouts, though, it's remarkable to see an official answer from one of Marvel's biggest villains regarding the strength of its . This has been a debate that has been ongoing for years. Now, it's finally been answered as Ultron officially picked the Hulk as the strongest Avenger to aid in his quest to destroy as much as possible and tear the team apart.
